Engineering & Management Services Request for Proposal (RFP) for Steel Natural Gas Main Replacement

The City of Monroe will be accepting proposals to contract services for a professional & licensed services firm (also referred to as the “consultant”) to provide engineering and design, permitting, contractor procurement, resident construction inspection services, project management, and NGDISM Grant administration services for the replacement of approximately 3.5 miles of pre-code ineffectively coated steel natural gas main within the City of Monroe’s service area with new polyethylene natural gas main. The scope of this natural gas replacement project will be in accordance with the Pipeline and Hazardous Materials Safety Administration (PHMSA) and the Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program. Firms shall submit a Proposal to the City which will be based on instructions and specifications provided within this document.

Any questions about this Request for Proposal should be in writing only and directed to purchase@monroega.gov prior to 5:00 pm on October 13, 2026, at which point no other questions will be allowed (all times referenced are considered Eastern Standard Time). A full list of questions and answers will be provided to companies of record and posted on the website as an addendum no later than 5:00 pm on October 15, 2026. Proposals may be submitted in person to the City of Monroe or by mail, but must be received no later than 2:00 pm on October 29, 2026.
