The City of Monroe executive branch of government consists of the Mayor, who is elected, and a full time City Administrator who handles the day-to-day executive operations of the city government. Our legislative branch consists of a City Council of eight elected members.
The Finance Department encompasses the functions of all Grants, Accounting, Accounts Payable, Accounts Receivable, Payroll, Customer Service, Utility Billing, and Meter Reading. It is responsible for managing all revenues and expenditures of the city. Key responsibilities include overseeing the annual budget process, setting the millage rate, and coordinating the annual financial audit.

The Monroe City Council meets once a month, on the second Tuesday of each month. The meetings start at 6:00pm and are held at City Hall at 215 North Broad Street.
The Downtown Development Authority meets once a month on the second Thursday of the month.
The meeting starts at 8:00am and is held in the Municipal Auditorium located inside City Hall at 215 North Broad Street.
